Information About Manitoba

Canada’s immigration system is administrated by the Ministry of “Citizenship and Immigration Canada” (CIC).  This ministry is responsible for developing strategies and laws that regulate immigration to Canada.  In addition to CIC, provinces can create their own “Provincial Nominee Program”.

Immigration law has, in practical terms, stayed the same since 2002, but the details of it have changed significantly.  The most important changes for immigrants have occurred in the provincial immigration programs.  Provinces were only authorized to select very few immigrants through the “Provincial Nominee Program” (PNP) at the beginning – often only 100 immigrants per year – but today most provinces have almost no set limitations.  For example, Manitoba issues up to 10,000 Nomination Certificates a year through its PNP program.

Aside from the provincial programs, applicants can also apply through the general federal immigration program if they fulfill the requirements of the federal program.  The programs are divided into immigration classes.  The most common classes are:

-   Skilled Worker and Professional Class

-   Business Class

-   Family Class

Provinces have similar structures which they refer to as ‘Streams’.  These streams are developed based upon the immigration and economic strategies of each province.  Sometimes specific vocational groups are sought after within the corresponding stream to fill shortages.  Manitoba for example has the following ‘Streams’ under its program:

-   Employer Direct

-   International Student

-   Family Support

-   General Stream

-   Strategic Initiatives

Manitoba has immigration programs for Business applicants and Farmers.  CIC is responsible for the federal “Family Class” program which includes various family reunification programs for spouses, children, parents and grandparents.  Manitoba also  has a program to support family reunification, Family Support, but the final decision is always made by CIC to determine whether or not the federal immigration requirements are met.
