The Swiss writer, Max Frisch, referring to post-WWII Germany said, “We called for a workforce, and people [Menschen] came.” Between 1955 and 1973, 14 million foreign workers were brought into the Germany. The original plan called for foreign workers to be employed on a temporary basis and then rotated back to their countries of origin. Both workers and employers were unhappy with this arrangement and work permits were routinely extended. Workers and their families wanted to establish new homes and employers wanted to avoid ongoing and repeated training. Planners had failed to take into account the ‘human element’. Individual persons are at the heart of any immigration program.
